REST-Africa is pleased to announce its partnership in the implementation of the Rotary Community Action for Malaria Prevention and Health Improvement (RCAMP-HI) project, a 12-month community health initiative led by the Rotary Club of Kabarole and funded by Malaria Partners International (MPI), with technical support from Malaria Partners Uganda. The project was officially launched at Rubingo Health Centre III, one of the communities with the highest malaria burden within Fort Portal City.



Project Overview
RCAMP-HI is designed to accelerate malaria prevention and reduce morbidity among children under five years, while strengthening community health systems and improving overall household wellbeing. The project aligns with the National Malaria Reduction Strategic Plan (2021–2025) and the Fort Portal City Health Department’s malaria control targets.
The initiative will be implemented from November 2025 to October 2026 and will support communities within Fort Portal City and its surrounding areas.
Key Project Components
The RCAMP-HI approach integrates evidence-based, community-driven, and system-strengthening interventions, including:
1. ITN Distribution to High-Risk Households
Provision of 500 long-lasting insecticide-treated mosquito nets (LLINs) to vulnerable households, especially those with children under five, to reduce malaria transmission.
2. Capacity Building for Community Health Workers (CHWs/VHTs)
Training of 50 CHWs/VHTs in malaria diagnosis, case management, health promotion, and referral pathways in line with Ministry of Health guidelines.
3. Community Sensitization and Health Education
Implementation of targeted social and behavior change communication (SBCC) campaigns, reaching an estimated 5,000 community members through village dialogues, outreach sessions, and household visits.
4. School-Based Malaria Prevention Activities
Engagement of 10 primary schools through malaria clubs, learner-led awareness activities, and teacher training, reaching at least 2,000 learners.
5. Strengthening Diagnostic and Treatment Pathways
Improved access to testing through subsidized rapid diagnostic test (RDT) kits and enhanced referral mechanisms between communities and health facilities.
6. Monitoring, Supervision, and Data Integration
Quarterly joint monitoring visits with the Fort Portal City Health Department, integration of project data into the DHIS2 system, and periodic performance review meetings.
REST-Africa’s Role in the Project
As a collaborating technical partner, REST-Africa will contribute to:
- Community mobilization and engagement
- Strengthening CHW capacity through training and field mentorship
- Data collection, monitoring, evaluation, and learning (MEAL)
- Documentation of best practices and knowledge products
- Supporting gender and youth integration across all interventions
- Enhancing coordination between project stakeholders and local health authorities
REST-Africa’s involvement is anchored in its Inclusive Health & Community Wellbeing thematic pillar, aimed at improving access to preventive, promotive, and responsive health services in underserved communities.

Collaborative Implementation Structure
The project will be jointly implemented by:
- Rotary Club of Kabarole – Lead implementer
- Fort Portal City Health Department – Technical oversight and clinical guidance
- Malaria Partners Uganda – Capacity building and quality assurance
- Malaria Partners International – Funding and global technical support
- REST-Africa – Community engagement, MEAL, and system strengthening support
A Project Implementation Team (PIT) comprising Rotarians, health workers, technical partners, and local leaders will oversee quality assurance and adherence to Ministry of Health protocols.
